Officer John Defillipo was monitoring the traffic flow at the toll plaza when he spotted a 2007 Dodge with an expired registration tag in the E-ZPass lane, the authority’s Joseph Pentangelo said.

After stopping the driver — 31-year-old Cherisse McDonald of East Orange — Defillipo quickly discovered the unpaid fees.

When he told her she was under arrest, McDonald tried running but was quickly grabbed, Pentangelo said.

She “swung and flailed her arms” until she was handcuffed, he said.

McDonald is listed in New Yorkk City personnel records as working as a special officer in the Department of Homeless Services.

Port Authority police charged her with theft of services, tampering with public records and resisting arrest. She was issued summonses for having a suspended registration and no insurance.

The vehicle was impounded, Pentangelo said.
