Man Uploaded Obscene Images Of Underage Girls, Westchester DA Says

WESTCHESTER COUNTY, N.Y. - A 30-year-old Ossining man who was released from federal custody in 2015 after being caught with child pornography was arrested on Tuesday after allegedly committing a similar crime over the Internet.

Westchester County District Attorney Anthony Scarpino, Jr. said on Tuesday that Isaac Esau Jara is facing felony charges for allegedly uploading obscene images of underage girls onto ChatStep, a free public group-chat and media sharing service, over the course of several months.

According to Scarpino, between Dec. 19, 2015 and March 28, Jara shared images that depicted female children from infant age up to pre-pubescence being exposed in sexually explicit positions. The images were then reported by ChatStep to the National Center for Missing and Exploited Children, who forwarded the information to the New York State internet Crimes Against Children Task Force.

Following an investigation, Jara was arrested by the Westchester County District Attorney’s Office High Technology Crime Bureau at his Ossining home on Tuesday and charged with four counts of promoting an obscene sexual performance by a child and one count of possessing an obscene sexual performance by a child, all felonies.

While executing the search warrant, Scarpino said that investigators also seized a computer which contained an additional image of a child, leading to the additional charge.

Scarpino noted that the first upload to ChatStep was approximately one month after his release from federal custody for possessing child porn in 2014. He was released in November last year. The Division of Criminal Justice Services had assigned Jara as a Level 2 offender, which means he was a "moderate risk of a repeat offense.” He now can be charged federally as a predicate sexual offender.

Jara remains remanded to Westchester County Jail. He is due back in court on Tuesday, April 11.
