Police Arrest Man For Exposing Himself Near Port Chester High School

PORT CHESTER, N.Y. -- Police arrested a Connecticut man on Tuesday in connection with a series of three exposure incidents.

Humberto Garcia-Palacio, 30, of Greenwich, Ct., was arrested in connection with a series of exposure incidents. The latest was Tuesday morning outside Port Chester High School, in which the suspect is accused of flashing a 16-year-old girl from PCHS.

Port Chester police said they arrested Humberto Garcia-Palacio, 30, of Greenwich at 1:30 p.m. on Tuesday. The arrest came hours after the latest flashing incident near College and Glen avenues by a 16-year-old Port Chester High School girl as reported here by Daily Voice.

All three offenses occurred in the proximity of the Port Chester High School, police said on Wednesday.

Acting on information from the public, and a positive identification from surveillance footage, Port Chester detectives arrested Humberto Garcia-Palacio at Police Headquarters. Garcia-Palacio was charged with public lewdness. Further charges are expected, Port Chester Police Chief Richard Conway said in a press statement.

"The investigation was greatly aided by the efforts of the Port Chester School District who posted surveillance photos of the suspect on their website resulting in numerous tips to the Department," Conway said. "We are seeking the public's help in determining if there are additional incidents or victims."

On Tuesday, a female student was walking to Port Chester High School when a man jumped out of the bushes with his pants around his ankles, Conway said.

The girl ran safely into PCHS, where she called her father, who notified police, Conway said.

The Port Chester-Rye Union Free School District emailed a photo of the suspect that was released by the police. Conway said the photo was taken during a similar incident reported in the past.
