Mamaroneck Man Arrested In Scarsdale On DWI Charges

SCARSDALE, N.Y. – The Scarsdale Police Department was busy over the weekend, arresting a pair of motorists on drunk-driving charges.

According to police reports, shortly after 10:30 p.m. on Saturday night, Mamaroneck resident Katsuo Katano, 61, was arrested after getting into an accident on Mamaroneck Road. Early on Sunday morning, officers then nabbed 30-year-old village resident Frank Cardillo at approximately 2:30 a.m.

On Saturday, officers responded to the scene of an accident near the intersection of Mamaroneck Road and Palmer Avenue after a BMW was struck by a Ford van that failed to stop at a red light. After speaking with Katano, who was still behind the wheel of the van, officers noted that “he had glassy eyes, slurred speech and a strong odor of alcoholic beverage was on his breath.” He admitted to having two beers.

Subsequently, officers were unable to administer field sobriety tests due to Katano’s level of inebriation. When tested, his blood alcohol content read 0.21 percent, nearly triple the legal limit in New York.

Katano was charged with misdemeanor counts of aggravated driving while intoxicated, because his blood alcohol content was above 0.18 percent and driving while intoxicated. He was released to his wife without bail and is due back in court on Wednesday, April 8.

On Sunday, police responded to a call from a Colonial Road resident who reported that “he was awoken by yelling and moaning coming from the area in front of his residence. (The caller) further stated that when he looked outside, he observed a vehicle with the headlights on diagonally across from his residence and that the moaning and yelling were coming from the area.”

Upon arrival, the vehicle hadn’t gone far, and the driver was observed driving across a nearby lawn, parking, getting out of the car and laying down beside it.

“His first words to me were, ‘I am inebriated,’” Officer Christopher Moleski noted in his report. “(He) had an intense odor of alcoholic beverages emanating from his breath and person." 

While struggling to get to his feet, responding officers noted that Cardillo had a handgun, though it was later found that he had the proper permits for it. The defendant would get sick several times while being apprehended and again in his holding cell.

Cardillo agreed to take a breath test, which showed he had a blood alcohol content of 0.14 percent. He was charged with misdemeanor charges of driving while intoxicated and operating a motor vehicle with a blood alcohol content more than one percent greater than .08 percent. He was released without bail and is also due back in village court on Wednesday, April 8.
