The 22 emails make up 37 pages worth of material from 22 documents, State Department spokesman John Kirby said.

Kirby said the emails were upgraded to the highest level of government classification "at the request of the Intelligence Community because they contain a category of Top Secret information."

Clinton has maintain none of the emails on her private server were classified as top secret when they were sent.

The timing of the announcement could have ramifications politically for Clinton, who is in a near neck-and-neck race for the Democratic presidential nomination with Vermont Sen. Bernie Sanders in Monday's Iowa caucus.

Clinton came in a 48 percent, while Sanders drew 45 percent in a new poll from the Marist Institute for Public Opinion. With the statistical margin of error plus or minus three points, Clinton and Sanders are in a dead heat. For more on the poll, click here.
