Officials Discuss Affordable Housing At Mamaroneck Forum

Noonan and Parker gave their presentation during the Larchmont-Mamaroneck Local Summit’s Nov. 18 breakfast event at the Nautilus Diner in Mamaroneck.

Under the terms of a 2009 litigation settlement agreement, Westchester County officials were given seven years to build 750 new affordable housing units, Noonan said during the presentation.

The housing units are supposed to be built in areas of Westchester County with few African-American and Hispanic residents.

Noonan said in her opinion the issue of creating affordable housing is actually impeded by the settlement.

Far more units are needed in Westchester County than the 750 mandated in the agreement, Noonan added.

U.S. Department of Housing and Urban Development officials must approve the county’s plan, but local and federal officials have been unable to reach an agreement, Parker said.

This impasse has cost Westchester County millions of dollars through unfulfilled federal housing grants, Parker added.

However, some progress has been made as far in creating more affordable housing, both women reported at the event.

Pinebrook Condominiums, when completed, will offer 51 units of single-family housing in Larchmont. Forty-six of those units will count toward the 750 required under the affordable housing settlement.
